摘要
[目的/意义]政商智库建设,是新时代地方机构改革的一项创新举措,其起源于群团改革之初,成熟于新时代全面深化改革之际。从当前改革全局来看,各地群团组织正承担改革先行者的重要角色,致使进一步推进政商智库发展,也成为改革的重要组成部分,在其中发挥引领、协作和传接等重要职能。由此可以说,如能将政商智库建设的前期历程、扩建过程及推进进程进行梳理、分析和总结,于改革各方和社会各界而言,就更能精准把握新时代全面深化地方机构改革的现实本质和实践规律。[方法/过程]本文以政商智库发源地——上海在新时代推进机构改革为背景,以上海市工商联推进政商智库建设为论述主线,对这一过程展开纵向考察。期间,运用参与实践、"一对一"访谈和蹲点调查等多种方式方法,收集了较为丰富的第一手资料。[结果/结论]从研究结果来看,上海市工商联在推进政商智库建设中,主要是以社会组织为起点、在实践中拓宽内涵、在试点中扩展外延,当前正致力建设的"市—区—街镇"一体化政商智库平台,则是针对改革中最关键的基层党建、人才培养、选人用人等环节,推出的最有力举措。
[Purpose/significance]The construction of political and business think tank is an innovative measure of local institutional reform in the new era.It originates from the beginning of group reform and matures at the time of comprehensive deepening of reform in the new era.From the overall point of the current reform,various groups are assuming an important role as the pioneers of the reform.As a result,further promoting the development of political and business think tank has become an important part of them,and play an important role in leading,collaborating and connecting.It can be said that if we can sort out,analyze and summarize the early course,expansion process and promotion process of the political and business think tank construction,we can grasp more accurately the real essence and practical law of the comprehensive deepening of the reform of local institutions in the new era for all parties involved in the reform and all walks of life.[Method/process]Shanghai is the origin of the political and business think tank.Based on the background of Shanghai's institutional reform in the new era,this paper takes the construction of Shanghai Federation of Industry and Commerce's political and business think tank as the main line,and makes a longitudinal investigation of this process.During this period,we collect abundant first-hand information by participating in practice,one-to-one interviews and squatting spot surveys.[Result/conclusion]From the results of the research,the Shanghai Federation of Industry and Commerce in promoting the construction of the political and business think tank,mainly starting from social organizations,broadening its connotation in practice,and in the pilot project.Expanding the extension and building the“City-District-Street-Town”Integrative Political and Business Think Tank Platform is the most powerful measure for the key links of the reform,such as party building at the grass-roots level,personnel training,personnel selection and employment.
