摘要
本文应邀参与部分公共管理学者对公共管理大问题的讨论,努力厘清"公共管理大问题"讨论的来龙去脉和发生的背景,审视"大问题"讨论对中国现阶段公共管理学科发展的意义,抛砖引玉,探索中国公共管理的未来路径。在文献回顾的基础上,笔者指出,美国公共管理有他们自己的大问题,有些长期存在,有些随着时代的变化和施政情景的变化(内、外部条件)而变化或以不同的方式反复出现。中国在迅速发展的阶段,有不少自己独特的问题,中国公共管理学人应该结合自己的历史传承,同时纵深地学习先行发展的国家的经验和当代管理科学、自然科学发展的前沿,研究好公共管理的微观目标、阶段性目标和终极目标之间的关系,成为助推现代国家治理体系和治理能力构建、引领世界文明的重要力量。
The paper participates in the on-going Chinese Public Administration Big Questions discussion. It reviews the origin and locus of the discussions,and argues that as a fast developing country with a long cultural heritage,China has its own public administration frontier and public administration "Big Questions." Were Chinese public administration scholars able to integrate the legacy of China’s past with the newest technology and management ideas,can Chinese public administration become a force to help promote China’s efforts in building its modern governance system and capacity and contribute to world civilization. The author than uses disciplinary approach,international experience approach,China’s cultural heritage approach,and China’s developmental experiences to identify public administration questions,and concludes that the big public administration in China at least should include the following: What kind of public administrators China should cultivate,and how? How to help China answer its current and critical administrative challenges? How to strategically plan for China’s developmental locus? How to facilitate China’s true modernization through cultural innovation? And how to integrate technology for modern governance while ensure the proper harnessing of the technology to maximize human welfare.
