摘要
1982年夏季的中国外交决策会议,涉及中国的对美政策和对苏政策,导致了中国对外政策的重大调整。但是会议的具体时间、内容和会议次数的模糊,导致学界无法研判中美关系和中苏关系在中国领导人决策议程当中的优先排序。通过研读中国领导人年谱和高级外交官的回忆录,可以确定,中国领导人只在1982年7月15日召开过一次关于中美关系的决策会议,并在中途添加了中苏关系的议题。所以,中国对苏缓和是配合中美谈判的筹码,并非是中国外交上的战略性变更,而是服务和服从于中美关系。
The Foreign Policy Conference in the summer of 1982 covered Chinese policies toward both the United States and the Soviet Union and eventually led to important readjustments of Chinese diplomacy. Yet,the time,content,and sessions of the conference remain vague,which have frustrated researchers’ effort to ascertain the priorities of China’s relations separately with the United States and the Soviet Union in the process of Chinese leaders’ policymaking. Based on reading published chronicles of Chinese leaders’ life and some senior Chinese diplomats’ memoirs,it can now be determined that Chinese leaders held just one meeting on July 15,1982. The meeting was called to decide Chinese policy toward the United States,but the issue of the Soviet Union was added to the agenda in the middle of the discussion. Obviously, therefore, Chinese leaders considered a détente with the Soviet Union as a bargaining chip for their negotiations with the Americans. Such a détente would serve and supplement the Sino-US relationship,but did not constitute an alteration of the Chinese strategy.
