摘要
研究生态文明与新型城镇化耦合协调机理,并在此基础上通过构建耦合协调度模型,建立综合评价体系,对无锡市2006-2017年生态文明与新型城镇化耦合协调关系进行实证分析。研究表明:在过去12年中,无锡市生态文明与新型城镇化耦合协调水平先略有下降再逐年稳步上升,但生态文明综合水平稍滞后于新型城镇化综合水平,两者耦合协调度等级也从勉强协调上升到良好协调,其中2006-2008年为勉强协调阶段,2009-2011年处于初级协调时期,2012-2016年步入中级协调阶段,2016年接近良好协调等级,2017年已达到良好协调等级。随着耦合协调度提高,反映出生态文明与新型城镇化两大子系统处于良性磨合期,但总体说来,其耦合协调效应还需要进一步增强。应推进新型城镇化,统筹城乡一体化,将生态文明的原则及理念全面融入新型城镇化建设全过程,构建生态文明与新型城镇化耦合协调的体制机制,进一步采取措施协调好两个子系统之间的关系。
Studying the coupling coordination mechanism of ecological civilization and new urbanization, and then the research constructs the coupling coordination degree model and establishes a comprehensive evaluation system. An empirical analysis is made on the coupling coordination relationship between ecological civilization and new urbanization during 2006-2017 in Wuxi. The study shows: the comprehensive development level of the ecological civilization system and new urbanization system has been first slightly declining and then steadily growing in the past 12 years, and the comprehensive level of ecological civilization is slightly behind that of new urbanization. The grade of the coupling coordination degree has also increased from slightly coordinated in 2006-2008 to primarily coordinate in 2009-2011;during 2012-2016 the grade rose to moderately coordinate. In 2016 the value was very close to the wellcoordinated grade. Well-coordinated grade has been achieved in 2017. This indicates that after interaction with each other for years, the coupling coordination effect is getting better and now in the benign development process in Wuxi. However, on the whole, the coupling coordination between the two still needs to be further developed. It is necessary to promote new urbanization, balance urban and rural development, integrate the principles and concepts of ecological civilization into the new urbanization construction, build corresponding system and mechanism and take measures to deal with the interrelationship of the two properly.
