摘要
甘肃省张掖市城镇开发边界划定工作从战略指引和问题导向出发,落实发展目标与战略,解决城镇空间拓展面临的主要问题,优化城市空间结构和形态,初步划定了全域市级开发边界。本文从以上实践经验出发,预判甘肃省河西地区城镇开发边界划定工作可能面临的五类难点,并从国土空间规划编制的层级框架与技术体系入手,在省市联动、科学支撑和政策设计等方面提出有针对性的工作思路。
In the view of strategic guidance and problem orientation,the delimitation of urban development boundary in Zhangye City implements the development goals and strategies,solves the main problems faced by urban spatial expansion,optimizes urban spatial structure and form,and preliminarily delimited the urban development boundary of the City.Based on the practical experience metioned above,this paper predicts five kinds of dilemmas that may be faced by the delimitation of urban development boundary in Hexi area of Gansu Province.Starting with the hierarchical framework and technical system of territory development plan,this paper puts forward some pertinent working ideas in the aspects of provincial-municipal linkage,scientific support and policy design.
