摘要
城市社区应急管理模式的构建,既需要面向突发性事件的预防、准备、应对和恢复进行全过程管理,同时也要注重应急管理的“协同性”。一方面,治理理论与公共危机协同治理为其提供了理论基础;另一方面,克服应急管理主体单一、缺乏协调统一的应急管理组织机构、社区应急管理的法律规范不健全、社区应急管理“软环境”建设滞后等困境也成为其实践诉求。城市社区面向全过程应急管理协同模式,它是我国城市社区应急管理模式的优化选择。在价值上追求多中心治理和社区治理的功能性转向,其基本特征在于既强调了治理主体的多元性,又主张构建网络化的治理结构,同时还要注重应急管理系统内部环境的优化,以及系统本身与外部环境之间的良性互动。基于城市社区面向全过程应急管理协同模式的价值理念、基本特征所蕴含的内在逻辑,推动城市社区面向全过程应急管理协同模式构建需要从理顺主体关系、优化组织结构、健全管理机制、改善治理环境四个方面着力。
The construction of the mode requires the whole process management for the prevention,preparation,response and recovery of sudden events,as well as the“coordination”of emergency management.The governance theory and public crisis co-governance provide a theoretical basis for urban community emergency management mode,otherwise,overcoming the dilemmas are becoming a practical appeal such as the emergency management is simple,coordinated and unified organization is lack,the legal norms and the construction of“soft environment”is not perfect for community emergency management.The urban community's collaborative model for the whole process of emergency management is an optimal choice.In pursuit of the functional turn of multi-center governance and community governance in value,the basic feature is to emphasize the diversity of governance subjects,advocate the construction of a networked governance structure,and also focus on the optimization of the internal environment of the emergency management system,as well as the benign interaction between the system itself and the external environment.Based on the internal logic of the value concept and basic characteristics of the urban community emergency management coordinated mode,Promoting the construction of the mode needs to focus on four aspects:rationalizing the relationship,optimizing the organizational structure,improving the management mechanism,and improving the governance environment.
