摘要
基于有限的人力资源与技术手段,海事部门对于排放控制区的监管手段尚未完善。通过船舶尾气监测来逆推燃油硫含量,能有效扩大排放控制区监管的覆盖面,节省人力物力,是海事部门在排放控制区监管中的一个有效手段。
Due to limited human resources and technical means, improvement is still necessary for the supervision by MSA on ECAs. The deduction of the sulfur content of ship fuel based on exhaust gas monitoring can effectively expand the scope of ECA control and save both human and financial resources. It is an effective approach for the maritime administration in ECA supervision.
