摘要
由于国家能力不足,目前的中高职教育衔接状况并不理想,存在管理体制呈现条块状、招考政策混乱、培养目标缺乏层次性、课程设置各自为阵、教学内容重复或跳跃等问题。国家能力就是国家将自身意志转化为现实的能力,要实现中高职教育的有效衔接,必须强化国家能力,借助国家能力--货币(资源)和法律(制度)两个核心引擎,完善中高职教育的顶层设计,构建中高职教育有效协作的联动机制。
Due to the inadequacies of state capabilities, connection between secondary and higher vocational education at present is not ideal. which is manifested in the following aspects: disordered admission and examination policies, fragmented management system, lack of hierarchical training objectives, lack of systematic curriculum,repeated or jumping teaching content. State capacity is the ability of a country to turn its will into reality. In order to realize the effective connection of secondary and higher vocational education, we must strengthen the national ability, utilizing national capabilities-money(resources) and law(institutions) two core elements, to improve the top-level design of secondary and higher vocational education, and construct a linkage mechanism for effective collaboration between them.
