摘要
人口老龄化已成为影响中国社会发展全局的重大问题,老年福祉将成为衡量小康社会发展成就核心指标。国家公共文化服务体系必须回应人口结构快速老龄化带来的需求特征变化,配置适合老人生存发展需求的功能性平台。文章选取公共设施覆盖面最广且群众参与水平最高的公共图书馆进行论述,讨论提出图书馆老年服务功能配置的五个方面,包括学习成长功能、社交连接功能、代际融合功能、健康维护功能、创新创业孵化功能。它们共同推动“独立、照顾、自我充实、参与、尊严”的联合国老人原则实现,其中学习成长、健康维护和代际融合侧重回应老人面临的社会保障低、依赖家庭养老、教育水平低、代际反哺关系失衡、健康素养低等问题,社交连接、创新创业孵化侧重回应老人社交参与和自我价值实现的诉求。这五项功能各有侧重但关联统一,既专注老人特殊需求又兼容全民需求共识,以期对老龄化社会国家公共文化服务体系改革有一定借鉴意义。
Aging had been an importa nt and fun dame ntal issue of China and the old's welfare hence become a core in dicator of the afflue nt society.The public culture service system has to an a lyze the dema nd changes resulted by aging and construct suitable service functions accordingly.In order to discuss that topic,this paper chooses public library as example,as it is the most popular public culture institute.There are five functions for library to serve the elderly:the lifel ong lear ning and growth,social conn ection,healthy main tenance,intergenerational integration,innovation and entrepreneurship incubation.The five functions work together to contribute the Un ited Nations principles for older pers ons to be true,and the prin cipals are in dependence,participation,care,self-fulfillment,and dignity.The lifelong learning and growth,healthy maintenance,and intergenerational integration services mainly respond to the aging's low social security,family pension dependence,low education,imbalanee in intergenerational feeding relationship and low health literacy.The social connection and innovation and entrepreneurship incubation services pay more attention to the elderly's social participati on and self-worth realizati on dema nd.Those five functi ons have their own feature but with a unified correlation,focus on elderly special needs but with consideration of overall social groups consensus,and have important reference value for the reform of national public culture service system in aging society.
