摘要
参与政府决策是高校智库建设的重要内容。高校智库参与政府决策有助于决策民主化、科学化,有助于政府决策过程更加开放,有助于拓宽大学知识精英参政议政的通道。在现实中,中国高校智库参与政府决策面临研究成果不够适切、组织环境不够健全、思想市场不够成熟、参与制度不够完善的困境。因此,高校智库需要寻求突破困境的有效路径,包括加强问题导向的政策研究、健全高校智库内部运行机制、完善政策思想市场运行机制、创新高校智库参与决策机制。
One of the important tasks of university think tanks is to participate in government’s decision making.Their involvement can not only enhance the political participation of those intellectual elite,but also help guarantee that the government makes well-informed decisions and the decision making process is democratic and transparent as well.Up to now,university think tanks have been playing a relatively insignificant role in government decision-making in China,either because their research is too much theoretical and they lack appropriate pathways to participation in government decision making,or because the marketplace of policy ideas is still rather immature and underdeveloped in China.Therefore,in order to overcome these problems,China’s university think tanks need to strengthen their problem-oriented research on public policy;on the other hand,the marketplace of policy ideas in China should become more dynamic,accessible and well-regulated.
