摘要
在运用全局主成分分析方法对我国各省域2011-2014年政府效能及科技创新人才队伍建设现状进行动态综合评价的基础上,采用地理加权回归模型和探索性空间数据分析方法对各省域政府效能在科技创新人才队伍建设中的影响作用进行了动态测评。结果表明:我国省域政府效能对科技创新人才队伍建设普遍存在着显著的正向影响作用,近年来这一影响作用在东、中、西部地区之间的差距有所缩小,但其空间差异仍较为明显。
Based on the evaluation index system,this paper computes the composite scores of government efficiency and technological innovation talents construction in 30 provinces,autonomous regions and municipalities in China between 2011 and 2014 through global principal component analysis(GPCA)technique.On this basis,it makes dynamic comprehensive evaluation on the impact of government efficiency on the provincial-level technological innovation talents construction using geographically weighted regression(GWR)and exploratory spatial data analysis(ESDA).The result indicates that government efficiency has a significant positive impact on the provincial-level technological innovation talents construction.There is evidence that the gap in the impact of government efficiency among the eastern,central and western regions shows a decreasing trend in recent years,but the spatial differences are still obvious.
