摘要
PPP项目的参与者构成了项目的利益相关方,直接或间接的分享项目的利益,同时也构成项目的主要风险分担主体。从本质上来看,PPP项目的风险管理是对参与者的利益关系进行协调、风险比例进行分担。本文对PPP项目各部门间的利益诉求和冲突进行了分析,通过博弈分析发现,博弈均衡结果与双方的贴现率是相关的,而且参与者接受的收益率与其愿意承担的风险大小成正相关,以实现风险分担的正向激励。最后,本文提出了在风险分担主体之间协调好利益关系、管控好PPP项目自身风险、建立合理的利益分配和风险分担机制等具体措施。
The project participants constitute the project stakeholders, directly or indirectly sharing the benefits of the project, and also constitute the main risk sharing subject of the project. In essence, the risk management of a PPP project is to adjust the interests of the participants and share the risk ratio. Because there is a certain difference in the interest demands of government departments and social investors, it is necessary to adjust their interest relationships as participants, realize risk sharing, and ensure that benefits and risks are matched. This article establishes the interest relationship between the risk subjects, that is, the game between the public and private sectors, and analyzes the interest claims and conflicts between the various sectors of the PPP project. Through game analysis, it is found that the result of the game equilibrium is related to the discount rate of the two parties, and the return rate accepted by the participants is positively related to the amount of risk they are willing to take to achieve positive incentives for risk sharing. Finally, specific measures such as coordinating interest relationships among risk sharing subjects, reducing project risks themselves, and establishing risk sharing mechanisms are proposed.
