摘要
新修订的《中国共产党党内法规制定条例》集中体现了党内法规制定的“科学化”“规范化”和“实效性”导向。修订版《条例》部分借鉴了《立法法》的理念思路,在框架体例上则明显摆脱了原《条例》程序性思路的局限,是全面从严治党的丰富实践促进党内法规制度创新的生动体现,是依规治党理论逻辑与实践逻辑相统一的典范。
The newly revised Regulations on the Formulation of the intra-party regulations of the Communist Party of China embodies the"scientific","standardized"and"practical"orientation of the formulation of intra-party regulations.The revised version of the regulations draws on the idea of the Legislation Law,and in the framework of the system,it is obviously free from the limitations of the original"Regulations"procedural thinking.The newly revised regulations are a vivid manifestation of the system Innovation of he intra-party regulations from rich practice of All-round strengthening of party self-conduct.It is a model based on the unity of theoretical logic and practical logic of the governing the party through regulations.
