摘要
深圳市以“共建共享、全民健康”为战略主题,加强专业公共卫生机构、公立医院、基层医疗卫生机构“三位一体”的公共卫生服务体系建设,持续完善公共卫生政策法规体系,健全财政投入保障机制,做好重点区域、重点人群和重点疾病防控,全方位、全周期维护和保障市民健康。2018年,全市乙类传染病报告例数同比下降5.3%,成立了国家感染性疾病临床医学研究中心,在精神卫生、艾滋病防治、卫生应急、医防融合、医养结合等7个方面承担了国家试点任务,主要健康指标达到发达国家水平。建立完善新时代公共卫生服务体系,关键是构建医防结合的卫生服务体系,改革公共卫生投入机制,建立以基层为重点的市民健康管理制度,建设智慧健康服务体系。
Under the strategic theme of“co-construction and sharing,universal health”,Shenzhen strengthened the establishment of a“trinity”public health service system for professional public health institutions,public hospitals,and primary healthcare centers,and continuously improved the public health policy,legal system,and the mechanism for fiscal investment as well.In addition,it also took effective measures in the prevention and control within the key areas,high risk populations and major diseases to maintain and protect the health of citizens in all aspects and throughout the cycles.In 2018,the number of reported cases of Class B infectious diseases in Shenzhen was found to have undergone a decrease of 5.3%yearly.The National Center for Clinical Medicine of Infectious Diseases was established,and Shenzhen has undertaken national pilot tasks in seven areas of mental health,AIDS prevention,health emergency response,integration of medical treatment,prevention,medical care and convalescence,with its major health indicators reaching the level of foreign developed countries.In the new era,the key to the establishment and improvement of the public health service system is to build a system combining medical treatment and prevention,to reform the public health investment mechanism,to establish a public health management system focusing on the grassroots,and to build a smart health service system.
