摘要
绿色减贫的核心在于保护与开发的平衡,绿色基础设施网络作为一种保护与开发的框架而成为乡村绿色发展的重要载体,可有效促进绿色减贫的持续健康发展。以宽甸满族自治县35个贫困乡村为例,运用Arcgis10软件,分析宽甸贫困乡村分布特点与县域乡村主要绿地斑块和廊道绿地分布现状,基于用地适宜性分析结合贫困乡村分布特点,选取绿色基础设施控制中心、廊道和场地,构建出保护与开发相结合的绿色基础设施网络。得出结果:(1)宽甸县贫困乡村主要集中在生态敏感的西部山区和鸭绿江滨水区,近城市区有少量贫困乡村;(2)绿色基础设施网络通过中心控制区、场地和通道连接起县域绿地斑块和绿廊系统,建立起完整的生态网络体系;(3)绿色基础设施网络加强了城乡、乡镇和乡村之间的沟通,改善了交通进入性、服务设施水平和共享空间。研究表明:通过绿色基础设施网络建立起全域性共享开放的绿色空间体系,将贫困乡村纳入全域旅游格局,协调保护与发展的关系,推动旅游业并带动相关产业发展,是实现乡村绿色减贫和乡村振兴的重要途径。
The key of green poverty reduction lies in the balance of protection and development. As a framework of protection and development,green infrastructure network is an important carrier of rural green development. It can effectively promote the sustainable and healthy development of green poverty reduction. In this study,with 35 poor villages of Kuandian Manchu Autonomous County as an example,the distribution characteristics of impoverished villages and the current status of green patches and corridor green space were analyzed using Arcgis10 software. Accordingly,the infrastructure control centers,corridors and sites were selected,by which the green infrastructure network with both consideration of protection and development was constructed. It was found that showed that the poverty-stricken villages in Kuandian County located mainly in the ecologically sensitive areas such as western mountainous area and the waterfront along the Yalu River,with few near the urban area. By the built green infrastructure network,the green patches and greenway system could be connected with central control areas,sites and passageways,by which a complete ecological network system was established. The green infrastructure network would strengthen the communication among the cities,rural areas,towns and villages as as to improve the transportation,service facilities and shared spaces. It is concluded that the green infrastructure network can build a regionally shared and open green space system in which the poor villages can be put into the overall tourism pattern. With the coordinated relationship between protection and development and the promotion of tourism and related industries,the green infrastructure is an important measure of green poverty reduction and rural revitalization.
