摘要
全域全要素分类是实现自然资源统一管理和国土空间总体规划编制的基础。文章面向市县国土空间总体规划,遵循生态文明建设理念,按照自然资源统一管理、国土空间用途管控的要求,从人的活动出发,提出以人地关系为分类的总体原则;从"城市人"对城镇空间的使用特征着手,提出以功能混合为导向进行城镇空间细分;从"管理者"管理实施需求着眼,提出结合事权与管控方式对分类进行调校的新思路。该分类兼顾了"用途分类""预留规划弹性","面向管控实施"等要求,旨在为市县国土空间总体规划全域全要素分类提供一种新思考。
The classification of full territory and total elements is fundamental to the realization of unified management of natural resources and the compilation of national land use and spatial plan.According to the concept of"ecological civilization construction","unified management of natural resources"and the requirement of land use control,this paper focuses on the national land master planning of cities and counties,and puts forward"man-land relationship"as the general principle of the classification,subdivides urban space according to the use characteristics of"urbanites"by functional mixing,and adjusts classification according to the need of implementation of"managers".The new classification method takes into account the requirements of"land-use classification","reserving planning flexibility"and"orientation to management and implementation".It provides a new thinking for the classification of full territory and total elements in the national land master plan of cities and counties.
