摘要
继法、美两国在终身教育领域的开创性立法之后,日本、韩国始于20世纪90年代的终身教育专项立法尝试与立法修订,推进了亚洲地区的终身教育立法进程。两国终身教育专项立法的诞生并非一蹴而就,其间经历了较为曲折的立法演进,最终文本基于各自国情具有鲜明的时代特色。终身教育体系的庞杂决定了终身教育立法准备工作的长期性和复杂性。我国已进入终身教育立法的准备阶段,通过日、韩终身教育立法思想及发展脉络的研究,揭示立法探索中经历的曲折和遭遇的瓶颈,进一步阐释终身教育立法的发展规律,为我国终身教育立法工作的顺利开展提供可供参考的建议。
Following the pioneering legislation of France and the United States in the field of lifelong education,the attempts and revision of special legislation on lifelong education in Japan and Korea in the 1990s has advanced the legislation process of lifelong education in Asia.However,the birth of the special legislation of lifelong education in both countries was not accomplished at one stroke,but experienced a tortuous evolution of legislation,and the final text has distinct characteristics of the times based on their respective national conditions.The complexity of lifelong education system determines the long term and the complexity of the leg-islative preparation for lifelong education.China has entered the preparation stage of lifelong education legislation.Based on the study on the legislative idea and development process of lifelong education in Japan and South Korea,it can reveal the tortuous ex-perience and bottlecks in legislative exploration and further interpret the law of lifelong education legislation development so as.to provide references for the smooth development of lifelong education legislation in our country.
