摘要
开展网络空间德法协同治理是新时代中国特色社会主义治理的重要组成部分,关乎网络文明建设、国家治理现代化建设与社会和谐文明发展。多年的网络治理经验、教训与成果奠定了基础。目前面临的挑战应成为网络治理改革创新的突破口。置身新时代,网络空间治理应该着眼建设网络文明造福人类的需求,重塑德法协同治理的理念体系,以公共治理的要求充分调动整合德法协同治理的各大主体,在调动行政、经济、文化等手段治理作用的基础上建构网络领域的德法协同治理体系,在治理目标、项目和环节上力求覆盖完网络空间所有乱象,健全协同治理的各项保障和督导考核机制,以此更好地助推网络发挥其正面效应,更好地助力网络文明与网络强国建设。
Co-governance between moral and law in cyberspace is an important part of governance of socialism with Chinese characteristics in the new era,concerning the construction of network civilization,the modernization of national governance and the development of social harmony and civilization.Years of network governance experience,lessons and results laid the foundation and premise.The current challenges should be the breakthrough of network governance's reform and innovation.In new era,the network space governance should focus on the construction of network civilization need to benefit human,remodel the idea of collaborative management system,mobilize the major subject of integrated and collaborative management with the requirement of public governance,form collaborative system of governance using administrative,economic,cultural and other means and,cover all the network space in the governance objectives,projects,and link,improve the governance of the security and supervise the inspection mechanism,in order to better play its positive effect,boosting network better power network and power network construction.
