摘要
在"互联网+招标采购"政策推动下,以"全流程电子化"为特点的招投标电子化发展日新月异,特别是大数据及算法的日趋成熟,为智能化评标系统的初步构建打下基础。在实践中将智能化评标与传统"专家评审制"相结合,能够在一定程度上改善现阶段评标专家库管理"重数量、轻质量""重规模、轻管理"的问题,为评标专家库在事前建库、事中事后监督考评等环节的管理改进提出了新的思路。
Driven by the "Internet + Bidding and Purchasing" policy,the electronic development of bidding and tendering featuring "full-process electronicization" is changing rapidly.In particular,the maturity of big data and algorithms has laid the foundation for the initial construction of an intelligent bid evaluation system.In practice,the combination of intelligent bid evaluation and traditional experts evaluation can to some extent upgrade the current evaluation system,in which bidding experts’ "emphasizes on quantity,despises quality" and "emphasizes on scale,despises management".This article puts forward some new ideas for experts pool pre-construction,as well as process and result supervision and evaluation.
