摘要
在供给侧改革的大背景下,分析金融服务“三农”的现状和存在的问题,探寻金融支持“三农”发展的有效路径,以更好地推动金融服务农业供给侧改革。以河南金融服务“三农”为分析例证,对河南省金融服务“三农”现状和做法进行分析。河南省金融支持“三农”在提高金融资源供给、丰富金融供给主体、调整金融供给结构、弥补农村发展短板等方面发展取得一定成效,但仍然存在农村金融政策体系有待改进、农村金融供给主体不足、金融产品供给不能满足农村多层次需求、金融服务“三农”领域风控难度加大等现实问题。基于此,围绕完善金融供给顶层制度设计、加大金融资源供给力度、丰富金融供给主体、推动金融产品创新和完善农村地区信用体系建设等5个方面,提出进一步推进金融服务农业供给侧改革、支持“三农”发展的有效路径。
Under the background of supply-side reform,this paper analyzed the status quo and problems on financial services for agriculture,rural areas and farmers,explored the effective path of financial support for the development of agriculture,rural areas and farmers,and better promoted the supply-side structural reform of financial services for agriculture.Taking Henan financial services for agriculture,rural areas and farmers as an example,this paper analyzed the status quo and practice of Henan financial services for agriculture,rural areas and farmers.Henan province's financial support for agriculture,rural areas and farmers has made some achievements in improving the supply of financial resources,enriching the main body of financial supply,adjusting the structure of financial supply,and making up for the short board of rural development.However,there were still some problems in the rural financial policy system to be improved:the main body of rural financial supply was insufficient,the supply of financial products could not meet the multi-level needs of rural areas,and the difficulty in risk control in the field of financial services for agriculture,rural areas and farmers increased and other practical problems.Based on this,effective routes to further improve the supply-side reform on financial services for agriculture and support the development of agriculture,rural areas and farmers were put forward in the following 5 aspects:improving the top level system of financial supply,increasing the supply of financial resources,enriching the main body of financial supply,promoting the innovation of financial products and improving the credit system in rural areas.
