基本公共服务水平与新型城镇化动态关系研究被引量：30

Research on the Dynamic Relationship Between Basic Public Service Level and New-type Urbanization

摘要将新型城镇化分为人口城镇化、经济城镇化和社会城镇化(简称"三维新型城镇化")三个子系统,进而研究基本公共服务与三维新型城镇化之间的互动关系。基于耦合协调度模型、Johansen协整性检验和VECM模型,从三维新型城镇化视角分析2008-2017年四川省18个城市的基本公共服务水平与新型城镇化之间的关系。结果表明:基本公共服务与经济城镇化、社会城镇化趋于良好协调发展,基本公共服务与人口城镇化趋于勉强协调发展。基本公共服务与三维新型城镇化之间存在长期稳定的均衡关系。通过协整关系发现,人口城镇化的发展降低了基本公共服务水平,因此需要找出人口城镇化与基本公共服务水平发展的均衡点,以便协调发展人口城镇化与基本公共服务水平;经济城镇化、社会城镇化的发展,能够提高基本公共服务水平。为此,要持续优化四川省产业结构,促进经济发展,夯实社会基础,从而提升基本公共服务水平。 New-type urbanization can be divided into population urbanization,economic urbanization and social urbanization(three-dimensional new urbanization) three subsystems,thus researching the interactive relationship between the three dimensional new urbanization and basic public services.Based on coupling coordination degree model Johansen cointegration test and error correction model,from the perspective of the three-dimensional new urbanization 18 city of sichuan province in 2008-2017 analyses the relationship between new urbanization and the basic public service level.It’s showed that the economic urbanization social urbanization and basic public service level coupling coordination degree is high,the population urbanization and basic public service level coupling coordination degree gradually become good.Three-dimensional new urbanization has long-term stable equilibrium relationship with the basic public service level.It can be found from the cointegration relationship that the development of population urbanization can lower levels of the basic public services,thus it’s important to find out equilibrium between the population urbanization and the level of basic public service to coordinated development of population urbanization and the level of basic public service;The development of economic urbanization and social urbanization can improve the level of basic public services.Continue to optimize the industrial structure of Sichuan province,promote economic development,consolidate the social foundation,and thus improve the level of basic public services.
