国防专利解密与脱密机制的权衡——基于倾向得分匹配的反事实估计 被引量:6

Trade-off Between Declassfication and Partial-declassification of National Defense Patent——Counterfactual Estimation Based on Propensity Score Matching

摘要 [目的/意义]为促进"沉睡"国防专利转化运用,军委装备发展部自2015年起上线运营国防知识产权信息平台。国防专利信息公布机制从完全解密转变为脱密处理,是权衡国防知识产权工作运行效率和信息披露质量以后做出的重大政策转变。基于全军采购网公布的国防专利数据,评价解密和脱密两种机制的政策实施效果。[方法/过程]运用倾向得分匹配排除脱密机制对国防专利的选择性偏差,测度两种机制下信息披露质量的差异。[结果/结论]脱密机制显著降低了国防专利公开周期,提升了公开效率,通过选取军民通用性更强的专利成果脱密发布,一定程度上增加了国防专利受关注程度;但脱密形式下国防专利信息含量较低,这种公布方式总体上并未实现扩大其传播范围、增进需求方对技术成果吸收的政策初衷。 [Purpose/Significance]In order to promote the transformation of national defense patents, the National Defense Intellectual Property Office of the Equipment Development Department of the Central Military Commission has been operating the national defense intellectual property information platform since 2015. The change of the defense patent information disclosure mechanism is a major policy change after weighing the efficiency of the defense intellectual property work and the quality of information disclosure.[Method/Process]This paper is based on the national defense patent data published by the Army Armament Equipment Purchasing Website between 2016 and 2018. Using propensity score matching to eliminate the deviation of the selection of defense patents by defense patent management agencies, this paper estimates the extent to which defense patents are of interest to information users in both cases.[Result/Conclusion]Research shows that the partial-declassification mechanism significantly reduces the cycle of national defense patent disclosure and enhances the efficiency of publicity. The national defense patent management agency publishes patents with stronger military and civilian versatility, which increases the attention of patent information users to some extent. However, for the specific patent, due to the low content of defense patent information in the form of partial-declassification, this information disclosure method has not achieved its original goal of expanding the dissemination of national defense patents and enhancing the understanding of patent users.
