摘要
农村基层党建是党在农村领导和执政的组织基础,应将基层党建与乡村振兴有机结合。目前,农村基层党建工作面临着诸多困境和挑战。农村基层民主建设环节薄弱,未能突出党的政治功能;党员队伍素质不高,管理滞后,创新能力不强,党组织生活不够规范;思想上,未能紧紧围绕新时代中央"三农"工作的决策与重大部署。由此,要运用"党建+互联网"提高党建信息化水平;加强乡村基层组织的制度建设与制度创新;加强农村基层党支部班子和队伍建设;加强农村基层组织的民主化、法治化建设,构建适应农村经济社会发展需要的基层党建新格局。
The rural grassroots construction of CPC is the organization foundation of the leadership and governance of CPC in rural areas. The grassroots party construction should be combined with rural revitalization organically. At present, the rural grassroots construction of CPC encounters many dilemmas and challenges.To begin with,the construction of democracy at the grass-roots level in rural areas is weak and fails to highlight the political function of the party.In addition,the quality of the party members is not high,and the administration is lagging behind. Thirdly,the innovation ability is weak,and the life of the party organization is not standardized. Moreover,ideologically,the construction fails to center on the decision-making and important deployment of the CPC Central Committee on the issues relating to agriculture,rural areas,and rural people in the new era.Therefore,it is important to improve the informatization level of party construction by means of "Party Construction + Internet",enhance the system construction and innovation of rural grassroots organizations,strengthen the construction of rural grassroots party branches and teams,reinforce the democratic and legal construction of rural grassroots organizations,and build a new pattern of grassroots party construction which can meet the needs of the development of the rural economy and society.
