摘要
党的十九届四中全会提出,要坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化。这种宏观的战略安排,需要微观中观层面的制度建设的支撑。基于公共组织行政伦理制度建设与人员品德关系的实证分析认为,公共组织层面的行政伦理制度建设是中国特色社会主义制度体系建设中必不可少的内容。研究认为:公共组织行政伦理制度建设的内容,包括多方参与性、要求明确性、公平公正性、实用管用性、文化支持性与监督有效性;公共组织行政伦理制度建设与人员品德水平存在正相关性;加强公共组织行政伦理制度建设可以有效提升公务人员品德水平与政治素质。
Based on the empirical analysis of the relationship between the construction of the administrative ethics system of public organizations and the personal morality,the construction of administrative ethics system at the level of public organizations is an essential content in the construction of the socialist system.The research holds that the contents of the construction of the administrative ethics system of public organizations include multiparticipation,clarity,fairness and impartiality,practical usefulness,cultural support and supervision effectiveness.The paper also finds that the construction of administrative ethics system and the level of personal morality have a positive correlation.So strengthening the construction of the administrative ethics system of public organizations can effectively improve the moral level and political quality of public officials.
