摘要
运用文献资料法和逻辑分析法等,对供给侧结构性改革背景下我国公共体育服务存在的供需矛盾与调和路径进行研究。当前,我国公共体育服务存在着供给总量不足导致的供不及需、低效与低质量供给凸显出的政府有效供给不足、自上而下的供给与被忽视的需求间形成的供非所需错位现象、供需动态变化诱使的供给机制脱节等问题。建议:调动社会力量,激活市场机制,扩大有效供给;着眼民生需求,整合多方资源,弥补供给短板;提升需求主体表达能力,构建多种需求表达路径,协调供需平衡;改革监督管理机制,完善绩效评估体系,优化供给体制机制。
By using the methods of literature and logical analysis,this paper studies the contradiction between supply and demand,and the path of reconciliation for public sports services in the context of Supply-Side Structural Reform in China.At present,there are some problems in the public sports service in China.Such as insufficient supply,inefficient and low-quality supply from government suppliers,dislocation of supply and demand caused by top-down supply and neglected demand,and disconnection of supply mechanism induced by dynamic change of supply and demand.Suggestion:mobilize social forces,activate market mechanisms,and expand effective supply;focus on people’s livelihood demands,integrate multiple resources,and make up for supply shortage;improve the expression ability of demandside,build a variety of expression channels for demand-side,and coordinate the balance between supply and demand;reform the supervision and management mechanism,improve the performance evaluation system,and optimize the supply system and mechanism.
