摘要
现阶段水库移民后期扶持绩效评价存在定性语言和定量数据转换困难、评价结果难以等级判定的问题。为了改善这一现状,基于平衡计分卡(BSC)法,从经济、社会、管理和机构能力建设4个方面构建了评价体系,使用层次分析法确定指标权重,运用云模型理论构建了水库移民后期扶持绩效评估模型,并对河南省4个移民县Y1、Y2、Y3、Y4后期扶持绩效水平进行了评价。研究结果表明:①4个移民县后期扶持单项指标绩效水平有所不同,应重点关注评级较低的指标;②4个移民县后期扶持工作整体绩效水平较高,其中Y1、Y2和Y3县评价等级为良,Y4县评价等级为中,排序为Y1>Y2>Y3>Y4。评价结果与专家实地调研评价得出的结论基本一致,说明所构建的绩效评价体系是可行的,可提升水库移民后期扶持绩效评价结果的科学性。
At the present stage,there is an issue in the later stage of reservoir resettlement performance evaluation,which is difficult to con vert qualitative language and quantitative data and to judge the evaluation results.In order to improve this situation,based on the Balanced Score Card(BSC)method,an evaluation index system was established from four aspects:economic,social,management,and institutional building capabilities.The analytic hierarchy process method was used to determine indicator weights.The cloud model theory was used to build a performance evaluation model of later support for reservoir resettlement.Finally,this article evaluated the performance level of the lat er stage of reservoir resettlement in the 4 immigrant counties in Henan Province.The results show that:a、the performance levels of the indi vidual support indicators in the 4 resettlement counties are different,and we should focus on indicators with lower ratings;b、4 immigrant counties have a high level of overall performance in later support.Among them,counties of Y1,Y2 and Y3 are rated as good level,Y4 is rated as moderate level.The ranking of the performance level of the 4 immigrant counties is Y1>Y2>Y3>Y4.The evaluation results are basically consistent with the conclusions reached by experts’field investigation.It shows that the performance evaluation system which constructed in this paper is feasible and can improve the scientific objectivity of the performance evaluation results of later support for reservoir resettlement.
