摘要
"后扶贫时代"面临着扶贫主体监督考核机制不尽完善、贫困群体思想懈怠与行为滞后、脱贫与返贫并存等困境。根据返贫治理链条中的角色定位,从扶贫主体、扶贫客体和扶贫载体3个视角对返贫诱因进行剖析。返贫生成机理是贫困个体依靠扶贫叠加政策效应的强大推动力,在收入、生活保障等方面达到国家标准后,由于自身脱贫质量的脆弱性,在某些不特定因素触发下重返贫困状态的现象。从构建防止返贫长期性政策与监督预警机制、构建可持续性脱贫长效机制、构建防止返贫与乡村振兴耦合机制三方面提出应对策略。
In the era of "post-poverty alleviation ",China is faced with such dilemmas as imperfect supervision and assessment mechanism of the main body of poverty alleviation,slack thinking and lagging behavior of the poor groups,and coexistence of poverty alleviation and poverty return. According to the role orientation in the chain of poverty alleviation,the causes of poverty alleviation are analyzed from three perspectives: the main body of poverty alleviation,the object of poverty alleviation and the carrier of poverty alleviation. The formation mechanism of returning to poverty is the phenomenon that poor individuals return to poverty under the trigger of some unspecified factors after reaching the national standards in terms of income and living security,relying on the powerful driving force of the superimposed policy effect of poverty alleviation. From the prospective of the construction of long-term policy and monitoring and early warning mechanism to prevent poverty return,the construction of long-term mechanism for sustainable poverty alleviation and the construction of coupling mechanism to prevent poverty return and rural revitalization,the countermeasures are put forward.
