摘要
新经济作为一种全新的经济形态,涵盖了新的技术、要素、产品、模式、业态以及新产业等诸多方面。新经济驱动我国经济高质量发展的理论机理在于新经济能够提高产业基础能力、提高产业链现代化水平、形成高质量增长点,从而促进我国经济的高质量发展。通过对我国新经济发展状态进行描述性分析来看,新经济中无论是网络经济、数字经济还是人工智能经济都表现出了迅速发展的态势。但是我国新经济的进一步发展还面临着一系列的制约因素,主要表现在数字基础设施建设不完善、产业政策滞后、技术有效供给缺乏、人才培养体系不健全。基于此,我国新经济驱动我国高质量发展的路径在于加强数字基础设施建设,推动新经济下的信息化和工业化的深度融合。以新经济来夯实产业基础能力,促进产业提质增效。推进新经济对传统经济的改造,增强传统经济发展活力。以企业和企业家为主体,释放新经济发展的市场活力。坚持独立自主与开放性结合,以开放加速我国新经济的发展。
The new economy, as a brand-new economic form, covers new technologies, factors, products, models, formats, and new industries.The theoretical mechanism that the new economy drives high-quality development of our country’s economy lies in the fact that the new economy can improve the basic capabilities of industry, improve the level of industrial chain modernization, and form high-quality growth points, thereby promoting the high-quality development of our economy. According to a descriptive analysis of the development status of China’s new economy, whether it is the network economy, digital economy or artificial intelligence economy in the new economy has shown a trend of rapid development. However, the further development of China’s new economy still faces a series of constraints, for example in imperfect digital infrastructure construction, the lagging of industrial policies, the lack of effective technology supply, and an inadequate talent training system. Based on this, the path for China’s new economy to drive high-quality development in China lies in strengthening digital infrastructure construction and promoting the in-depth combination of informationization and industrialization in the new economy, using new economy to consolidate the basic capabilities of the industry, and promoting the improvement of industry quality and efficiency. It should promote the transformation of the traditional economy by the new economy and increase the vitality of the traditional economy. With enterprises and entrepreneurs as the main body, the market vitality of new economic development will be released.The combination of independence and openness will accelerate the development of China’s new economy through opening up.
