摘要
目的运用团队效能模型的理论,评价家庭医生签约服务团队的优势和劣势,并提出对策与建议。方法运用团队效能模型,以环境资源、团队目标、团队组成和团队设计流程4个方面评价团队的优势和劣势。结果环境资源是促使团队完成任务的必要条件,团队在环境资源方面优势很明显,同时劣势也很突出。目前团队目标、服务主体和服务内容明确,但服务标准和规范是模糊的;团队行政管理划分不明确、协作沟通机制不畅、团队长管理能力不强以及成员之间利益无法均衡等,影响整个团队合作的有效性。结论深化医疗保险制度改革,打破基本药物制度;打破行政壁垒,重新建立有效组织,赋予团队长行政管理权;完善家庭医生签约激励政策,推进团队签约服务的有效性。
OBJECTIVE Using the theory of team effectiveness model to evaluate the advantages and disadvantages of family doctor signing service team,and put forward countermeasures and suggestions. METHODS Using team effectiveness model to evaluate the strengths and weaknesses of the team in terms of environmental resources, team objectives, team composition and team design process.RESULTS Environment and resources are the necessary conditions for the team to complete the task. The team has obvious advantages in environmental resources, at the same time, the disadvantages are very prominent. At present, the team objectives, service subjects and service contents are clear, but service standards and norms are vague;the division of team administration is not clear, the cooperation and communication mechanism is not smooth, the team leader’s management ability is not strong, the interests of members cannot be balanced etc, and affect the effectiveness of the whole team cooperation. CONCLUSION It needs to deepen the reform of medical insurance system, breaking the basic drug system;break the administrative barrier, establish the effective organization again, give the league leader the administrative power;so as to improve the incentive policies for family doctors to sign contracts and promote the effectiveness of team signing services.
