摘要
本文介绍了常熟市的水资源现状以及存在的主要问题,详细描述了常熟市在构建国家级节水型社会的实践中具体的对策措施。常熟市从“节水优先、空间均衡、系统治理、两手发力”出发,结合地方特点,开展了水资源管理机制改革、产业结构调整、节水项目建设、水资源保护、水环境综合整治、节水文化宣传、水文明建设7个方面的工作。其经验可为其他地区构建国家级节水型社会提供参考。
This paper introduces the current situation of water resources in Changshu and the main existing problems,and describes in detail the specific countermeasures in the practice of building a national water-saving society in Changshu city.It startedfrom the“priority of water saving,space balance,system management,and two-pronged efforts”and combining with local characteristics,carried out the reform of water resources management mechanism,the adjustment of industrial structure,the construction of water-saving projects,the protection of water resources,the comprehensive improvement of water environment,the publicity of water-saving culture,and the construction of water civilization.Its experiment can provide reference for other regions to build a national water-saving society.
