摘要
设计基于资产全生命周期管理理念的铁路企业固定资产全程化管理信息系统,解决目前铁路企业对固定资产核算数据集中管控机制不健全、业务协同和内部卡控机制薄弱等问题。利用计算机网络和信息技术,通过优化业务流程、建立数据集中管控机制等手段,实现资产从新建到最终处置的全业务全过程管理;基于铁路地理信息平台,实现对资产部署情况和大修更改情况的可视化展示与分析,实现铁路企业各级管理部门多级网络化管理,满足铁路企业对资产的精细化管理要求。
This paper designed a whole process management information system of fixed assets accounting in railway enterprises based on the concept of full life cycle asset management to solve the problems such as unsound centralized management and control mechanism of railway enterprises for fixed asset accounting data,and weak business coordination and internal card control.The paper used computer network and information technology to implement the whole business process management of assets from new establishment to final disposal by means of optimizing business process and setting up data centralized management and control mechanism,based on railway geographic information platforms,implement the visual display and analysis of the asset deployment and the overhaul change,realize the multi-level network management of the management departments at all levels of the railway enterprise,and meet the needs of the refined management for the assets of the railway enterprise.
