摘要
人才作为第一资源,是实现创新驱动发展的关键性要素。天津科技人才总体呈现增长的态势,但与先进地区相比仍存在差距。在人才吸引力方面,天津城市收入水平拖累科技人才吸引力,人才聚集生态环境有待进一步改善,人才发展事业平台不够多,科技创新能力相对先进地区较弱。在科技人才政策方面,天津人才政策的灵活性有待进一步增强,吸引海外人才政策有待完善。针对这些问题,天津市应探索落实重大人才工程,营造人才发展良好氛围;借助京津冀协同发展战略,完善区域科技人才共享体制机制;依托京津冀进一步引进高端科技人才。
As the first resource,talents is the key factor to realize innovation-driven development.The science and technology talents of Tianjin presents the situation of growth on the whole,but still exist some gap with advanced regions.In terms of talent attraction,Tianjin’s personal income level is a drag on the attraction of scientific and technological talents.The ecological environment of talent aggregation needs to be further improved.There are not enough platforms for talent development,and the technological innovation ability is relatively weaker than advanced regions.In terms of talent policy,the flexibility of talent policies in Tianjin needs to be further strengthened and the policies of attracting overseas talents needs to be improved.In view of these problems,Tianjin should explores the implementation of major talent projects and create a good atmosphere for talent development.With the help of the coordinated development of Beijing-Tianjin-Hebei region,Tianjin should improve the system and mechanism for sharing scientific and technological talents in the region,and relying on Beijing-Tianjin-Hebei region,furtherly bring in high-level scientific and technological talents.
