摘要
城市精细化治理是国家治理体系和治理能力现代化背景下城市治理思路的转型升级,其核心要义是实现民心治理。立足于当下人工智能的感知智能和认知智能技术特征,人工智能赋能超大城市精细化管理要紧扣重构政府与社会各主体连接,提升治理的获得感和满意度这个切入点;确立包含云端计算和边缘计算的体系设计;建立起包含转变人工智能应用的开发思路,引入多主体参与智能化应用开发,创新人工智能的应用开发模式的完整政策体系。未来,人工智能赋能超大城市精细化治理还需落实民生公共服务供给的加法,做好政府非法定职能的减法,发挥人工智能提升治理能级的乘数效应,运用除法思维找到共治的最大公约数。
Urban refined governance is the ideal transformation and upgrading of urban governance under the background of national governance system and governance capacity modernization.Its core essence is governance for hearts.Based on the technology characteristics of perceived intelligence and cognitive intelligence of artificial intelligence,artificial intelligence empowers megacities refined governance need to take more attentions on the connection between government and society in order to improve the sense of acquisition and satisfaction;ensures the cloud computing and edge computing system design;and perfects the policies systems which include transforming the development ideas of artificial intelligence applications,introducing multi-agents to participate in intelligent application development,and innovating the application development model of artificial intelligence.In the future,megacities refined governance need to implement the addition of public service provision for the people's livelihood,do a subtraction of the government's illegal functioning,use the multiplier effect of artificial intelligence to upgrade governance capacities,and use division thinking to find the greatest common denominator of co-governance.
