摘要
本文以新型冠状病毒肺炎疫情中网络舆情应对与引导为例,运用管理学思想、技术管理理论和心理学相关知识,分析提炼出未来舆情引导与治理的五方面创新:(1)思路创新:从"以信息为出发点"到"以人心为出发点"。(2)模式创新:从"多举治理"到"融合治理"。(3)手段创新:从"法律+技术"到"法律+技术+心理"。(4)政府信息供给决策创新:从"单方面信息供给"到"精准信息锁定"。(5)效果评价创新:从"信息和谐"到"人心和谐"。
The current COVID-19 epidemic is not only the battlefield of the epidemic, but also the field of public opinion. Based on the management theory, especially technology management thought and psychology theory, this paper summarizes the five trends of public opinion response and governance:(1) Thinking innovation: from "information as the starting point" to "people as the starting point".(2) Model innovation: from single multi-way governance to integrated governance.(3) Means innovation: from "law+ technology" to "law + technology + psychology".(4) Government information providing decision-making innovation: from "unilateral information supply" to "precise information response".(5) Effect evaluation innovation: from "information harmony" to "human heart harmony". Only by understanding people’s minds and catching the public opinion of the society in time through the internet, can we truly win people’s hearts, gather people’s minds, calm down the public opinion, gather the widest public opinion support for the emergency public health and safety event handling, and create a favorable public opinion environment for winning the epidemic interdiction war.
