共享发展:基础教育集团化办学的路径探寻 被引量:28

Sharing-Development: Path Exploring of the Group School-Running in Basic Education

摘要 基础教育走向现代化需要探寻不同寻常的路径,以集团化办学为标志的共享发展就是其中之一。文章从"何以共享""、何谓共享""、何能共享"以及"共享何往"四个维度展开基础教育集团化办学路径的学理探究。民众对优质教育的普遍渴求、学校变革的复杂性和高难度以及共享经济等领域的大趋势,促成中小学从"各奔前程"转向"同舟共济"。经济及其它社会领域中的共享特点各异,但其共性是轻所有权、重使用权的资源分享尤其是知识、经验的共享,其实质在于不同利益主体的价值共享。集团化办学得以形成共享场的关键是集团可以集聚、转换和融合多种教育"能量"。尊重参与共享的个人和组织的共享偏好、确保共享内容的供需匹配和可接受性并形成各方共同遵守的共享规范,这是集团效益发挥到最大化的三个原则。展望未来,集团化办学所代表的共享教育将从消费型共享走向共创共商型共享、从分治走向共治,最终走向善治。 That basic education moves towards educational modernization needs explore unusual ways, sharing-development as Group school-running is one of them. This paper studies the path of Group school-running in basic education academically from four perspectives including"why sharing needed","what the sharing is","how the sharing should be","where the sharing moves towards". The people’s craving for better education, school innovation’s complexity and high difficulties and trends in areas such as the sharing economy all promote elementary and junior high school change from"running towards one’s future"to"working together". Economic and other fields’ sharing features are different, but the common characteristic is disregarding ownership, focusing on using rights resources sharing, especially knowledge and experience sharing, and its essence is value sharing of different stakeholders. The key of forming shared field for Group school-running is that the group can gather, transfer and merge kinds of education power. Respecting participants’ sharing preferences, making sure the sharing content that supply and demand match, acceptable and forming a certain sharing norm, they are all the principles of maximize benefits. Looking to the future, shared education represented by group education will change from consumer sharing to co-creative sharing, from divided governance to co-governance, eventually towards good governance.
