摘要
新冠肺炎疫情暴露了城市在突发公共卫生事件应对方面的诸多问题。城市规划、治理人员的认知范围决定其处理问题的方式,展开对城市的危机与转机的思考,能够更准确地把握城市的未来。在当前疫情危机下,广州市面临着全球城市的流动性挑战、超大城市的高密度影响、城市发展的不确定性问题和城市治理效能的危机考验。结合城市在防灾防疫中的应对反思变革,研究认为建设智慧、健康、韧性、人民的城市将成为未来的发展方向。最后,提出对城市顶层设计、空间组织、发展模式以及治理体系的规划思考,旨在提高城市应对突发公共卫生事件时的能力。
The COVID-19 has fully exposed the city's many problems in responding to public health emergencies.The urban planning and the cognitive scope of governance personnel determine the way to deal with the problem,and to start thinking about the crisis and turning point of the city can more accurately grasp the future of the city.Under the current epidemic crisis,Guangzhou is facing the challenges of global mobility,the high-density impact of megacities,the uncertainty of urban development,and the crisis test of urban governance effectiveness.Combining the reflection of the city's response and transformation in disaster prevention and epidemic prevention,the article thinks that building a city of wisdom,health,resilience,and people becomes the future development direction.Finally,this article proposes planning considerations for the city's top-level design,spatial organization,development model,and governance system,aimed at improving the city's ability to respond to emergencies.
