摘要
科技成果转化效率不高是制约科技创新发展的重要瓶颈,财政应通过合理的政策工具给予支持。基于政策工具视角,采用政策文本编码的内容分析法构建技术市场主体和财政政策类型的二维分析框架,对上海市财政支持科技成果转化的政策文本进行量化分析。研究发现,当前上海市财政支持科技成果转化的政策工具以财政鼓励政策为主,缺乏不同类型政策工具的组合使用,造成政策类型维度的结构失衡;政策工具作用对象突出了企业的科技成果转化主体地位,但对科技中介的扶持培育严重不足,造成市场主体维度的结构失衡;政策工具缺乏差异化设计,造成政策落实过程实操性弱等问题。针对以上发现的问题,提出包括研究建立科学的财政收入政策体系等政策建议。
The low efficiency of the transformation of scientific and technological achievements is an important bottleneck restricting the development of scientific and technological innovation.Based on the perspective of policy tools,this study uses the content analysis method of policy text coding to build a two-dimensional analysis framework of technology market subject and financial policy type,and makes quantitative analysis on the policy text of Shanghai’s financial support for the transformation of scientific and technological achievements.It is found that the current policy tools of financial support for the transformation of scientific and technological achievements in Shanghai are mainly fiscal incentive policies,which lacks the combination of different types of policy tools,resulting in the structural imbalance of policy type dimensions;the role of policy tools highlights the main role of enterprises in the transformation of scientific and technological achievements,but the support and cultivation of scientific and technological intermediaries is seriously insufficient,resulting in the conclusion of market main dimensions structure imbalance;lack of differentiated design of policy tools,resulting in weak implementation process.In view of the above problems,the paper puts forward some policy suggestions including the research and establishment of a scientific fiscal revenue policy system.
