摘要
新冠肺炎疫情应对工作中,暴露出我国突发公共卫生事件应急管理之不足。本文系统梳理日本突发公共卫生事件应急管理体系,全面介绍日本公共卫生应急组织体系、公共卫生应急工作运行机制、公共卫生应急管理预案体系、公共卫生应急管理法律法规体系和公共卫生应急物资管理体系具体内容,总结分析日本公共卫生事件应急管理的先进经验,以期为我国应对新冠肺炎疫情有所启示。
In the response to the COVID-19,the shortcomings of emergency management of public health emergencies in China have been exposed.The paper reviews systematically the emergency management system for public health events in Japan,by introducing its organization system,operation mechanism,emergency plan system,laws and regulations as well as emergency supply management system.Based on the advanced experience of emergency management of public health events in Japan,the paper puts forward some suggestions for China to cope with COVID-19.
