摘要
在"中国特色高水平高职学校和专业"建设背景下,有必要对前两轮高职院校建设绩效进行梳理和诊断,为"双高"建设提供思路和方向。参照生产要素理论,将本科院校绩效评价体系与高职院校特点结合起来,初选32个指标,采用综合法和因子分析法进行指标精简,构建绩效评价指标体系,以宁镇扬地区24所高职院校为例,进行层次、行业2个维度绩效评价,对全国高职院校绩效提升给出针对性建议:国家示范(骨干)和综合类高职院校已进入发展瓶颈期,应根据院校特点建立分类发展机制,如高职本科试点、聚焦特色专业、产教深度融合;省级示范院校应进一步聚焦战略性新兴产业,服务地方社会经济发展,以增强造血机制。
Under the background of construction of"high-level higher vocational colleges and specialties",it is necessary to sort out and diagnose the performance of the first two rounds of higher vocational colleges.According to production factors theory,the performance evaluation system of undergraduate colleges was combined with the characteristics of higher vocational colleges.32 primary indicators were reduced by synthetical method and factor analysis method.On these basis,24 higher vocational colleges were evaluated by hierarchy and industry,and diagnostic recommendations were put forward.The results were as follows:national demonstrative(Backbone)or comprehensive higher vocational colleges had entered the development bottleneck.Classified development mechanism should be established according to their characteristics including piloting undergraduate education;contracting professional scale;focusing on characteristic specialty;promoting the connotation and strengthening integration of production and education.The input should focus on secondary industry and strategic emerging industries,strengthening the support for colleges of secondary industry type.The output should strengthen social service function.The core lies on breaking institutional factors and limitations of public ownership,and establishing"mixed ownership"investment and sharing mechanism.
