摘要
重特大突发事件甚至巨灾往往发生在超大城市,超大城市“一把手”处置急难险重任务能力如何,事关处置成败。“一把手”在高等级脆弱性和美好生活新期待双重挑战面前,要把高超的、卓越的能力作为自己追求的目标,同时,全社会需要对新冠肺炎疫情进行深层次反思,并把反思转化为“革命”“改革”“重构”,转化为治理效能建设、制度建设。
Major emergencies and even catastrophic disasters often happen in megacities.The ability of"top leaders"in megacities to deal with urgent and dangerous tasks is crucial to the success or failure of the treatment.The leaders must make the superb and excellent abilities as their goals in the face of the dual challenges of high-level vulnerability and new expectation of good life.At the same time,the whole society needs to reflect deeply on the Novel Coronavirus Pneumonia epidemic situation and turn the reflection into"revolution","change"and"reconstruction",and furthermore into governance efficiency construction and system construction.
