摘要
我国政府部门属研究机构作为国家创新体系的重要组成部分,是践行创新发展新理念、实现“建设创新型国家”战略目标、实施国家重大科技创新部署的重要力量。基于2017年我国研究机构科技统计数据,分析研究机构整体创新发展状况,同时根据机构不同职责定位,将其划分为基础前沿研究类机构、公益性研究类机构和应用技术研发类机构,分类开展不同研究机构创新特点分析,以求科学、准确、客观地反映我国研究机构科技创新能力,分析存在的不足,旨在为政府科技管理提供决策参考。
As an important part of the national innovation system,the governmental research institutions are considerable forces for practicing the new concept of innovation and development,achieving the strategic goal of“building an innovative country”,and implementing major national scientific and technological innovation deployment.Based on the scientific and technological statistics of China's research institutions in 2017,the innovation and development status of the entire research institutions is analyzed.Simultaneously,they are divided into basic frontier research institutions,public welfare research institutions,and applied technology research and development institutions according to different responsibilities.The analysis on the innovation characteristics of different research institutions is carried out by categories in order to scientifically,accurately and objectively reflect the scientific and technological innovation capabilities of research institutions in China,and the existing deficiencies are analyzed to provide decision-making references for governmental science and technology management.
