摘要
产学研协同创新是推进高新技术产业发展的必由之路,是提升区域乃至国家创新能力的重要举措。河南省高新技术产业发展与国家经济发展同频共振,取得了一批具有重要影响的成果。但是,高新技术产业也存在产业"趋同"现象明显、高新区产学研资源"兼容"度不高、产学研协同创新"壁垒"依然存在、科研成果转化"障碍"尚未消除、产学研合作"信息通道"不畅等共性问题。提出了以下建议:实施由地方政府、高校与科研院所及行业企业构成的三轮驱动,地方政府做好顶层设计,促进产业与城市发展融合、产业与地方经济发展融合;高校与科研院所借鉴斯坦福大学Office of Technology Licensing(OTL)运行模式,深化供给侧改革,促进产业发展、行业进步;行业企业做好平台建设,促进协同创新、互利共赢,助推高新技术产业向高端发展。
Industry-University-Research collaborative innovation is the only way to promote the development of high-tech industry,and it is also an important strategy to enhance regional and national innovation capacity.The development of high-tech industry in Henan Province resonates with that of national economy,which has made a number of important achievements.However,there are some problems in Henan,such as the convergence of high-tech industries,the low resource compatibility of Industry-University-Research collaboration,the barrier of collaborative innovation,the difficulty to transform scientific research,and the information channel blockage of Industry-University-Research collaboration.Suggested solutions are proposed,for instance,the three-wheel drive should be constructed for the collaborative innovation and development,which is composed of local government,universities and research institutes.The local government should make the top-level design to integrate industry and city development.The universities and research institutes should draw lessons from the Office of Technology Licensing(OTL)mode in Stanford University,which may deepen the supplyside reform,promote industrial development and progress.The high-tech enterprises should construct a platform to promote collaborative innovation so as to achieve mutual benefit and win-win situation.
