摘要
为提升海上油田溢油污染风险防控能力,以污染风险要素为基础,分析溢油污染防治措施,提出将溢油污染防范机制与海洋石油开发生产的全生命周期特点相结合能够强化污染防范措施的有效性。同时,进一步加强极端环境下海上油田溢油污染防治技术的研发与应用将有利于保障未来海上油田开发生产顺利实施。
To improve the risk management ability of oil spill pollution,a comprehensive description of prevention and countermeasures for oil spill pollution of offshore exploration,development and production operation was given based on the systematic reviews and analyses of oil pollution risk factors.The combination of oil spill prevention mechanisms and life-cycle management of offshore oilfield program is crucial for the effectiveness of oil prevention.Further research and development of oil spill prevention and countermeasures under extreme environments are needed for the implementation of offshore oil exploration,development and production operation in the future.
