摘要
为提升应急救援的效益,针对应急物资储备库的储备量小于受灾点需求量的情况,考虑受灾点受灾程度的差异,运用B型关联度—TOPSIS方法确定各个受灾点的需求紧迫程度,将需求满足率最大化作为目标建立基于公平性的应急物资配送模型。以芦山地震为算例,采用NSGA-Ⅱ算法来验证模型的有效性。结果显示:受灾点最小满足率为87.19%,紧缺程度最小为30.05 t,紧迫程度最大的芦山县满足率达到99.7%。证明当应急物资供应量小于受灾点需求量时,可按照紧迫程度的顺序对物资进行分配,并达到一定的满足率,有效实行物资分配。
In order to improve the efficiency of emergency rescue,the reserve amount of the emergency materials reserve is smaller than the demand of the disaster-stricken point,and considering the difference in the degree of disaster at the disaster site,the B-type correlation degree-TOPSIS method is used to determine the urgentness of each disaster-affected point.A fairness-based emergency material distribution model is established with the goal of maximizing demand satisfaction rate.Taking the Lushan earthquake as an example,the NSGA-II algorithm is used to verify the validity of the model.The result shows that the minimum satisfaction rate of the disaster-stricken point is 87.19%,the minimum shortage is 30.05 tons,and the satisfaction rate of Lushan County with the most urgent degree is 99.7%.It proves that when the supply of emergency materials is less than the demand of the disaster-stricken points,the materials are allocated according to the order of urgency,and a certain satisfaction rate is met,and the material distribution can be effectively carried out.
