摘要
我国地方政府权力清单的发展经历了两个主要阶段:从公开权力和让权力在阳光下运行以制约权力,到成为简政放权放管结合优化服务改革的重要组成部分,改革取得了值得肯定的成效,权力清单被赋予了更多或承担起了更多的制度使命。从其发展逻辑看,地方政府的权力清单制定与实施,呈现出自上而下的逻辑特点,数字化倾向和强调技术化导致了与职能转变的关系还不紧密,以及对权力结构关系的忽视。为此,需要在依法发展完善权责清单制度,与政府职能的逻辑关联,加强动态监督等方面着力,回归权力清单在放管服改革和优化政府职责体系中的功能定位,健全权力清单制度链条。
The development of power lists of local governments has experienced two stages since 2000.Beginning from the opening power and transparent administration,it has now to become an essential part the governmental reform of Delegate Power,Improve Regulation and Upgrade Service.We finds that the making and implementation of the local government power lists shows top-down features,and the emphasis on digitization and technology has led to less interactions between government functions and administrative power structure. Further suggestions are proposed here as perfecting the power lists system in accordance with the law,establishing logical connection with government functions,and strengthening dynamic supervision. The emphasis should be put on function optimization of the power lists system in purpose of promoting the reform of Delegate Power,Improve Regulation and Upgrade Service and streamlining government responsibility system.
