摘要
近年来,国家出台多部法律保障公共图书馆事业的发展。调查立法保障下的西部地区公共图书馆事业发展现状,有利于探究当前西部地区公共图书馆事业发展面临的问题。本文总结分析西部各省对国家立法的落实情况,阐述法律制度完善所带来的机遇,并访谈甘肃省天水市7所公共图书馆的馆员,比较分析7所公共图书馆在立法前后的变化,进而提出相关建议,以期为西部地区公共图书馆事业在国家立法保障下取得更长远发展提供参考。
In recent years, a number of laws have been issued to ensure the development of public libraries. To investigate the current situation of the development of public libraries in the western region under the protection of legislation is conducive to exploring the problems faced by the development of public libraries in the western region.The paper summarizes and analyzes the implementation of national legislation in western provinces,expounds the opportunities brought by the improvement of legal system,talks about the librarians of 7 public libraries in Tianshui, Gansu Province,and compares and analyzes the changes before and after the legislation of 7 public libraries,and put forward relevant suggestions,in order to provide reference for the long-term development of public libraries in the western region under the protection of national legislation.
