摘要
加强河道采砂管理是保护江河湖泊的重要内容,也是落实“水利行业强监管”的重要举措之一。经过多年努力,全国河道采砂管理工作取得了一定成效,但是仍存在许多问题和难题有待解决。总结了当前全国河道采砂管理在管理体制、规划制定与许可、监督管理执法以及法律责任等几个方面的现状和存在的关键问题。针对现存问题,结合依法治理以及生态文明建设等方面的要求,提出了进一步加强河道采砂管理的对策与建议。研究成果可为全国河道采砂管理及相关立法提供参考依据。
Strengthening sand excavation management is an important part of protecting rivers and lakes,and it’s also an important measure in implementing“strengthen the supervision of water conservancy industry”.After years of efforts,it has made some achievements in river sand excavation management,but there are still many problems to be solved.This study summarized the current management status and key problems of river sand excavation management in the aspects of management system,planning and licensing,supervision,and legal responsibility.In view of the existing problems,combined with the requirements of governance by law and ecological civilization construction,the countermeasures and suggestions for further strengthening the sand excavation management were proposed,which provides a realistic basis for the national river sand excavation management and related legislation.
