摘要
分析了油公司模式下油气田企业在应急管理方面存在的应急预案失效、运行机制中断、应急技能不足、甲乙方应急处置不协调等主要问题,提出了实施预案、资源、队伍、演练一体化建设措施,系统解决当前面临的应急能力不足的问题。
This paper analyzed the main problems existing in the emergency management of oil and gas field enterprises under the mode of oil companies,such as failure of emergency plans,interruption of operation mechanism,lack of emergency skills,and uncoordinated emergency response of Party A and Party B.It also put forward the integrated construction measures of implementation of plans,resources,teams and drills to systematically solve the current problem of insufficient emergency capacity.
