摘要
本文探讨防控新冠疫情实践中提出的伦理问题,包括应该采取怎样的防控策略,是消除策略还是减缓或放任策略,并对自然群体免疫径路进行比较详细的讨论;对稀缺资源的分配如何才能做到可及和公平,并讨论了对类选法的应用;如何处理常规临床试验与试验性疗法的关系,并提出了实行双轨制的建议;最后对个人的自由和权利的问题,提出了限制个人自由和权利的可辩护条件.
This article explores the ethical and policy issues raised in the practice of covid-19 prevention and control.First,what prevention and control strategies should be adopted,elimination strategy,mitigation or laissez-faire strategy?This paper also discusses natural herd immunity approach in detail.Second,how can the allocation of scarce resources be accessible and fair,and whether the triage method can be applied?Third,how to deal with the relationship between routine clinical trials and experimental therapy?This paper also puts forward the suggestion of implementing the dual-track system.Finally,this paper discusses the issues on restricting individual freedom and rights and suggested the justifiable conditions for this restriction.
