我国学分银行制度变迁的路径转换:由诱致性转向强制性 被引量:6

The Path Transformation of Institutional Change of Credit Bank System in China:From Induced Change to Imposed Change

摘要 我国学分银行制度的建立需要经历一个从无到有的制度变迁过程,要遵循制度变迁的普遍规律。近年来,我国学分银行建设行动团体以一种自下而上的模式自发开展学分银行建设探索,进行一种诱致性的学分银行制度变迁路径尝试。实践表明,面对当前诸多现实困境,我国学分银行制度建设目标不能通过诱致性的制度变迁过程来实现,必须由国家承担起学分银行制度建设主体的职能,通过国家法规或行政命令的方式确立学分银行制度并通过国家强制力量在全国推行,实现由诱致性制度变迁路径向强制性制度变迁路径的转换。在推进策略上,要转变学分银行制度变迁的行动主体,建立统一的学分银行知识体系,组建学分银行制度研究与推进组织,推动“意识形态”变革,推进学分银行集体认知,突破学习成果存储的技术障碍。 The establishment of credit bank system in China needs to go through a process of institutional change starting from scratch and follow the general laws of institutional change.Institutional change can be induced or imposed.In recent years,we have spontaneously explored the construction of Credit Bank in a bottom-up mode,and carried out an induced attempt to change the credit bank system.However,it is proved that the goal of construction of credit bank system in China cannot be achieved through induced institutional change because of many practical difficulties.Therefore,it is believed that the state should establish the credit bank system through national laws and regulations or administrative orders so as to transform the path of credit bank system from induced change to imposed change.In order to promote the strategy,it is necessary to alter the acting subjects of credit bank system change,establish a unified knowledge system of credit bank,set up organizations for researching and promoting credit bank system,promote the ideological innovation,advance collective recognition of credit bank and break through the technical barriers of storing the learning outcomes as well.
